As the Trump administration retains its budget for the transfer of power, Biden and his team have to find ways to raise their own funds to take over the White House.

Normally, the process of transferring power of US president will take the budget from the taxpayer's payments.

Despite the obstacles, Biden and his team began the process of transferring power, recruiting and recommending members of the new government, as well as meeting with important groups, such as pharmaceutical companies.

To budget for this effort, Biden called on the fundraiser to transfer power via email and Twitter on Nov. 20, and said he was forced to do so because of the ongoing legal challenge.

"Here's what's going on," Biden tweeted on November 20.

The White House official denied Biden's allegations, claiming that the President had not instructed Murphy to delay confirming the results.

An unnamed administration official told the Washington Post that the reason for the delay was simple: "No head of agency will be candid with the president about the transfer of power at this time."

The transfer of power and general structure are both subject to the Transfer of President Act of 1963. The Act requires the use of public funds for the transfer process and the GSA is the responsible agency.

In addition to creating a budget for recruiting staff, the GSA certification will provide funds for Biden to conduct an assessment of agencies and workspaces for transfer group officials, in particular allowing dedicated team members

Chris Korge, president of national finance of the Democratic National Committee, on Nov. 16 wrote to donors saying "more than $ 8 million in cash and other aid" had been withheld.

"We need to raise funds to offset the money we need before Thanksgiving so that we can fully focus on the transition and not have to raise more funds," Korge wrote.

Biden's campaign is said to have raised more potential power transfers than both Trump and Hillary Clinton back in 2016. Biden's team has been raising this fund since June and is believed to have raised $ 10 million.

In addition to funding from GSA, it has become common for prospective candidates or presidents to raise money themselves.

At that time, many experts called for Congress to increase the budget for the president-elect.

Biden has raised more funds than President Obama, but at this point, his team is not very optimistic about what budget will receive from the government before taking office.

Although Biden is said to have won 306 electoral votes, President Trump has so far refused to admit the results.

While the federal budgets were still "frozen," many of the top Democrats' donors began donating to Biden's devolution group.

Representatives from the Biden power transfer group did not respond to GSA's request for comment on the delay.

"Biden-Harris's transfer team has been planning for months for all possible scenarios," the official told CNN, anonymously.

Many officials have voiced out the challenges of the delayed transition.

Kirby also added that the rapid transition of power between Bush and Obama may have helped avert a terrorist incident targeted at President Obama's inauguration.

Not only on national security, many health officials also called on GSA to begin the transition, warning that delays could seriously affect pandemic preparedness and delivery of vaccines.

Biden has worked hard to fix problems, such as holding meetings with former intelligence officials to gather important information that the Trump administration has not yet handed over.

Although quite innovative, these measures of Biden are still considered less good than official access.
