ADMM, established in 2006, is the highest level of defense dialogue and consultation in ASEAN. The goal of ADMM is to increase mutual trust through knowledge of national defense and security challenges, as well as improving transparency and openness.

ADMM + appeared 4 years later with the participation of ASEAN countries and 8 partner countries including Australia, India, Japan, Korea, New Zealand, USA, Russia and China.

The chairmanship of ADMM and ADMM + changes annually and is chaired by the ASEAN chair.
