Mr. Yoon on August 15 pledged to support North Korea to modernize infrastructure, financial support and international investment.

A unified Ministry official of South Korea on August 16 urged North Korea to respond to Seoul's sincere proposal for peace on the peninsula and the common prosperity of the two regions.

Choi Young-Sam, spokesman for the Korean Foreign Ministry, said Seoul consulted with Washington Allies towards the implementation of relevant plans and notified other countries such as China and Japan.

The United States and South Korea have previously said that North Korea has completed all the preparation for a nuclear test and Pyongyang is just choosing the time.

South Korea and North Korea in theory are still in a state of war, because the war in 1950-1953 ended with a ceasefire agreement, not a peace treaty.
