The Open Sky Treaty, signed in 1992 by the United States, Russia and several European countries, came into force in 2002 to promote transparency in military operations.

US President Donald Trump announced in May that the country would leave the treaty on the grounds that Russia repeatedly violated the agreement.

However, Deputy Minister Ryabkov doubted Washington's ability to return to the treaty.

Russian officials called the Open Sky "one of Europe's security pillars", saying it was assessing its ability to continue to join the treaty after the United States withdrew from the deal.

NATO members and several Eastern European countries have repeatedly urged the United States to maintain the deal on concern that Russia will withdraw from the treaty in response, weakening security in the region.

"Trump's withdrawal from the treaty is too hasty and irresponsible," said Daryl Kimball, director of the US-based Arms Control Association.
